That is the design constraint we start from. Citizen portals are built mobile-first with light pages, progressive enhancement and forms that survive a dropped connection. For field and counter staff we use the same offline-first and deferred-sync patterns we use in our desktop and mobile work — capture locally, reconcile when the line returns.
